How long(& how much fuel)would it take to get close enough to light speed to go 10 lys in 1 ship year?

According to Einstien, we can't go to light speed, but we CAN travel-say 10 light years in 1 ship year if you get close enough it. Would any propellant be conserved by the "fact" that you don't have to accelerate to 10 times the speed of light, or do you still have to use up the same amout of propellant as you would otherwise? I know the delta V requirements for going light speed are way over the top by conventional means. If nothing else, my question's hypothetical, but it MIGHT mean something.
