My Facial Complexion?

Ok so I am not happy with my skin on my face. I usually have really clear skin. I have been in Kuwait for 3 months and it is very hot. My face has almost a rash or something on it. There are a bunch of tiny bumps above my lips and in between my eyebrows. What can I do to help this?!?
